Funding Sources to Support Attendance at the WABE Conference

Attendance at the WABE Conference may be supported through multiple federal, state, and school improvement funding sources when participation is aligned to district and school improvement goals and includes follow-up implementation.

Title I, Part A — Professional Learning

Purpose: Improving academic outcomes for students most impacted by opportunity gaps.

How WABE aligns:
WABE supports evidence-based, inclusionary instructional practices that strengthen access to grade-level learning for multilingual learners served in Title I schools.

Sample grant language:
“Title I funds will support staff participation in the WABE Conference to strengthen inclusionary, research-based instruction for multilingual learners in Title I settings. Conference learning will be aligned to our Schoolwide/Targeted Assistance Plan and implemented through PLC collaboration, instructional design, and progress monitoring to improve student outcomes.”

Title II, Part A — Teacher & Principal Quality and Retention

Purpose: Strengthening educator effectiveness, leadership capacity, and retention through sustained professional learning.

How WABE aligns:
WABE provides job-embedded professional learning focused on instructional design, co-planning, and inclusive practices that support multilingual learners and improve educator efficacy.

Sample grant language:
“Title II-A funds will support educator and leader participation in WABE as part of a sustained professional learning cycle focused on inclusionary practices in multilingual education. Learning will be extended through coaching, PLC work, and classroom implementation, supporting instructional quality, collective efficacy, and staff retention.”

Title III, Part A — Multilingual Learner Education

Purpose: Improving the effectiveness of language instruction educational programs and services for multilingual learners.

How WABE aligns:
Professional learning is a required use of Title III funds. WABE directly supports high-quality language-and-content integrated instruction, assessment, and program design.

Sample grant language:
“Title III-A funds will support staff participation in the WABE Conference to strengthen district capacity to implement effective language instructional education programs for multilingual learners. Staff will apply learning through instructional planning, scaffolding, assessment refinement, and turn-key professional learning.”

Title IV, Part A — Student Support and Academic Enrichment (Whole Child)

Purpose: Supporting a well-rounded education, safe and supportive learning environments, and equitable access.

How WABE aligns:
WABE advances culturally and linguistically sustaining practices that strengthen belonging, access, and inclusion for multilingual learners within whole-child systems.

Sample grant language:
“Title IV-A funds will support staff attendance at WABE to strengthen whole-child, inclusionary practices for multilingual learners. Conference learning will be applied to improve instructional access, reduce exclusionary practices, and strengthen family engagement and language access.”

WSIF / OSSI School Improvement Funds (Eligible Schools)

Purpose: Supporting schools identified under the Washington School Improvement Framework (WSIF) to implement evidence-based improvement strategies aligned to School Improvement Plans (SIPs).

How WABE aligns:
WABE provides evidence-based professional learning that supports SIP goals related to academic achievement, English learner progress, and inclusive access to grade-level instruction.

Sample grant language:
“WSIF/OSSI school improvement funds will support staff participation in the WABE Conference as an evidence-based professional learning activity aligned to our School Improvement Plan. Conference learning will be implemented through structured improvement cycles, including goal setting, PLC collaboration, coaching, and classroom implementation, to strengthen inclusionary practices and improve outcomes for multilingual learners.”

OSPI Dual & Heritage Language Grants (Districts)

Purpose: Supporting the planning, implementation, expansion, and quality of dual language and heritage language programs.

How WABE aligns:
WABE provides professional learning directly connected to dual language and heritage language program design, instructional practices, staffing, assessment, and long-term sustainability.

Sample grant language:
“OSPI Dual and Heritage Language grant funds will support staff participation in the WABE Conference to strengthen district capacity to plan, implement, or expand dual and heritage language programs. Conference learning will be applied through post-conference planning, instructional alignment, and program development activities to support high-quality, sustainable language programs.”

OSPI Tribal / Heritage / Dual Language Grant (Tribal Languages)

Purpose: Providing seed funding to plan and build capacity for P–12 tribal, heritage, and dual language education programs.

How WABE aligns:
WABE supports capacity building for culturally and linguistically sustaining programs through professional learning focused on instructional design, language development, and community-centered program planning.

Sample grant language:
“OSPI Tribal, Heritage, and Dual Language grant funds will support staff attendance at the WABE Conference to build capacity for culturally and linguistically sustaining language programs. Conference learning will inform program planning, instructional design, and community partnership efforts aligned to tribal, heritage, or dual language education goals.”

OSPI Migrant Education Program (Title I, Part C)

Purpose: Supporting the educational needs of migratory children through instructional services, professional learning, and program supports.

How WABE aligns:
WABE offers professional learning that strengthens instruction, language development, and school systems serving migratory students, many of whom are multilingual learners.

Sample grant language:
“Migrant Education Program (Title I, Part C) funds will support staff participation in the WABE Conference to strengthen instructional practices and program supports for migratory students. Conference learning will be applied to improve language development, content-integrated instruction, and coordination of services for migrant students and families.”
